The Black Sea and the Caspian Sea region includes a wide range of different cultures, religions and dynamic political views. From historical point of view, this region has always played a very significant role in the system of international relations. Today the Black Sea and the Caspian Sea area is becoming more and more important and interesting subject of research for many reasons. This region has a strategic importance for the transit of the energy sources and for international security, it is also a transport corridor between Asia and Europe. In the XXI century, when the modern world is searching for the alternative sources of energy, the region of the Caspian Sea represents a wealthy source of energetic resources.
With Romanian and Bulgarian integration in the EU, the European Union reaches the shores of the Black Sea, and will need protection of its interests in the region, which is extremely important for its security. For the last decade, the Black Sea and the Caspian Sea area has witnessed many attempts to consolidate regional cooperation.
Therefore, in order to make contribution to the solving of the problems in this region and to develop strong and tight cooperation between the people and the countries of the Black and Caspian seas, scientific and intellectual representatives, scientific researchers and distinguished civil society representatives decided to establish new “International Fund for Cooperation and Partnership of the Black Sea and Caspian Sea”, on the basis of a common idea of the President of Romania, Traian Basescu, and the President of Azerbaijan, Ilham Aliyev.
The inauguration of the Foundation took place on 4th March 2009 at the National Military Centre in Bucharest. The opening ceremony was honored by the participation of the President of Romania, Mr. Traian Basescu, who described the new created Fund, as an organism that would be an alternative to the rigidity of the diplomatic relations at a high level in collaboration with the countries from the region. The founders of the Black Sea-Caspian Sea International Fund come from Romania, Azerbaijan, Turkey, Ukraine, Kazakhstan, Georgia, Moldova and the Kyrgyz Republic.
The Fund calls to respect the norms and principles of the international law, especially the principle of the sovereignty, territorial integrity and the inviolability of borders of all states.
The Fund represents the common initiative for the realization of mutual understanding and trust, common action for strengthening of friendship and collaboration between the countries of the Black Sea and Caspian Sea region in the field of democratization, justice and human rights, economics, science, education, culture, environment, fight against terrorism, organized crime and drug trafficking, fighting against addictions, poverty, in order to ultimately ensure an effective solid cooperation between the countries of the region.
The potential members willing to join the Fund are individuals and juridical persons who want to participate in the development and consolidation of the friendship, cooperation, mutual understanding and respect, between the people from the countries of the Black Sea and the Caspian Sea region.
