Istanbul Declaration of the General Assembly of the International Foundation for Sustainable Peace and Development Јune 10, 2017, Istanbul, Turkey

The General Assembly of the International Foundation for Sustainable Peace and Development (hereinafter referred to as the International Foundation), guided by the Charter of the International Foundation, as well as the norms and principles of international law,

Reaffirming that the main purpose of the International Foundation is to promote dialogue, mutual understanding, strengthen confidence, tolerance and multiculturalism, economic development, security, cooperation and peace between countries and peoples,

Recalling that the International Foundation in its activities aims, inter alia, to contribute  to international efforts in the fight against terrorism,

Being deeply alarmed by increased terrorist attacks in many regions of the world, including in the countries represented in the International Foundation,

Noting that against the background of the terrorist attacks in Turkey, Russia, France, Belgium, Germany, Great Britain, the Middle East, Iran, Afghanistan, Pakistan and Africa, the International Foundation repeatedly expressed its solidarity with the international community in the fight against terrorism,

Being extremely alarmed by terrorist acts committed both by individual terrorists and terrorist organizations, for instance, Al-Qaeda, Daesh, PKK or Boko Haram, in various parts of the world,

Reaffirming its strong condemnation of terrorism in all its forms and manifestations, committed by whomever, wherever and for whatever purpose, as it leads to death of innocent people, threatens international peace and security, religious and cultural intolerance and set obstacles to social-economic development,

Being concerned that the profits from illicit trafficking of arms, drug trafficking and illegal economic activities in conflict-affected areas, including exploitation of minerals such as gold, copper or oil, can be channeled into the financing of terrorists,

Expressing the desire to contribute to the fight against terrorism,

Calls upon States, in accordance with their obligations under international law, including the UN Charter, to deny terrorist groups safe haven, freedom of movement and recruitment, material and political support, and to bring them to justice or extradite on the basis of the principle of “extradite or prosecute” the perpetrators of terrorist acts or any persons who support or facilitates or participates or attempts to participate in the financing, planning or preparation of terrorist acts,

Urges States to ensure full coordination and, in accordance with their obligations under international law, to rend one another, especially to those States where or against whose citizens the terrorist acts were or are committed, the greatest assistance in criminal investigations or criminal proceedings related to financing or support of terrorist acts,

Emphasizes that terrorism can not be defeated only by military force, law enforcement measures and intelligence operations, and in this regard,

Considers it necessary to undertake a set of measures to eradicate poverty, contribute to dynamic economic growth, sustainable development, prosperity, good governance, respect for human rights, rule of law, strengthening of civil society and democracy,

Notes the importance of prevention in the future and soonest settlement of the existing protracted conflicts on the basis of respect for the principles of sovereignty, territorial integrity and inviolability of the internationally recognized borders of states,

Calls upon to redouble efforts to terminate channels of supply of weapons, explosives and ammunition,

Underlines that tolerance, respect for diversity and dialogue among civilizations are important elements in development of cooperation in the fight against terrorism and welcomes in this regard the results of the 7th Global Forum of the Alliance of Civilizations, held in Baku on April 27, 2017 as well as presentation in Bucharest on June 8, 2017, of the Report entitled “Multiculturalism in the context of the modern globalizing world. The Romanian narrative on pluralism and diversity” drafted jointly by the Bucharest Office of the International Foundation and the Middle East Political and Economic Institute,

Calls for ensuring participation of young people in efforts to combat terrorism  and prevent violent extremism which creates a breeding ground for terrorism, as well as strengthening educational programs and ideological work in the fight against terrorism,

Reaffirms its readiness to further contribute to and calls upon other international non- governmental organizations to engage in efforts for implementation of the 2006 United Nations Counter-Terrorism Strategy (A/RES/ 60/288).
